The merger of the two Laboratories in September 1975 resulted in operations support for the ICL 1906A and FR80 being moved to the Rutherford Laboratory's Computing and Automation Division and a new Atlas Computing Division being formed with Geoff Manning, the Laboratory's Deputy Director, running the Division.
The decision was made to freeze software development on the ICL 1906A with the intention of closing the machine once users had been moved to the IBM 360/195 system. Similarly, the graphics activities relating to the FR80 and PDP15 were curtailed. The net result was that some staff decided to leave while others were freed up and became available for undertaking the tasks set out in the EB Technical Group Report
