A companion document, XML Encryption Requirements has been released as a W3C Note. Encryption makes sensitive data confidential for storage or transmission. Comments are welcome through 25 April. 21 February 2002: W3C is pleased to announce the advancement of XML Inclusions (XInclude) Version 1.0 to Candidate Recommendation. Produced by the XML Core Working Group, XInclude introduces a generic mechanism for merging XML documents using elements, attributes, and URI references. Comments are invited through 30 April. Beginning with the first International WWW Conference in 1994, this prestigious series of the International World Wide Web Conference Committee (IW3C2) provides a refereed forum for WWW research. It also provides a public forum for the WWW Consortium (W3C) through the annual W3C track.
WORKSHOPS: Workshops and tutorials take place on the first day before the conference.
DEVELOPERS DAY Developers Day takes place on the last day of the conference. It is devoted to the interests of Web developers, offering in-depth discussions of technologies and tools at the forefront of the Web.

CONFERENCE PROGRAM The conference has a formal refereed papers track, as well as several alternate tracks. Papers presented in the alternate tracks are also refereed.

W3C is pleased to be co-sponsoring the second international MathML conference, "MathML and Technologies for Mathematics on the Web," scheduled for 28-30 June 2002, near Chicago, IL, USA. The deadline for submitting poster abstracts and demo proposals is 15 March. MathML 2.0 became a W3C Recommendation one year ago. Visit the MathML Conference 2002 Web site.
W3C is pleased to announce the creation of the Multimodal Interaction Activity. By developing markup specifications for synchronization across multiple modalities and devices, the new Activity is extending the Web user interface.

Research from the UK Audit Commission reports progress on UK e-government implementation.
Education technology agency BECTa is running a free one-day conference on boosting educational web site impact on 18 April in Coventry. This will cover National Grid for Learning 'badging' for web sites with educational content, and how developers can use appropriate metatags to index content for an educational audience.
The Regulation and Investigatory Powers Act 2000 (RIPA) gives employers in the UK the right to regulate systems and read employees' emails, although good practice encourages organisations to tell their employees beforehand if they intend to do this.
A new UK Code of Practice for Employers from the Data Protection Commission covering monitoring in the workplace is due out by April, based on last year's draft 'The use of personal data in employer/employee relationships'.
