As W3C announced in December, the W3C European host changed on 1 January 2003 from INRIA to the European Research Consortium for Informatics and Mathematics (ERCIM). Comprised of sixteen research institutes in sixteen countries, ERCIM aims to foster collaborative work within the European research community and to increase cooperation with European industry. W3C Team members will speak at PAGE2003 (in Japanese) to be held 5-7 February in Tokyo, Japan. On 5 February, Yasuyuki Hirakawa, W3C Communications Team, presents an Introduction to W3C; Kazuhiro Kitagawa, W3C Device Independence Activity Lead, presents Device Independence Authoring Techniques and its standardization; and Masayasu Ishikawa, W3C HTML Activity Lead, presents XHTML 2.0. Following the initiative of the W3C home page design, the Offices' central home page has also been redesigned for newer, standards-compliant user agents. The design features table-less columns using Cascading Style Sheets (CSS), better accessibility, and uses XHTML 1.0 strict. The home pages of the various Offices will be redesigned accordingly in the first half of 2003.
W3C released the Document Object Model (DOM) Level 2 HTML Specification as a Recommendation. DOM Level 2 HTML is a platform- and language-neutral interface that allows programs and scripts to dynamically access and update the content and structure of HTML and XHTML 1.0 documents. W3C is pleased to announce the advancement of SOAP Version 1.2 to Candidate Recommendation. The specification is in three parts: Part 0: Primer, Part 1: Messaging Framework and Part 2: Adjuncts. Publicly developed, SOAP Version 1.2 is a lightweight protocol for exchanging structured information in a decentralized, distributed environment. Comments are welcome through 24 January. W3C is pleased to announce the advancement of Namespaces in XML 1.1 to Candidate Recommendation. Identified by IRI references, namespaces qualify element and attribute names in XML documents. Version 1.1 incorporates errata corrections and provides a mechanism to undeclare prefixes. Comments are welcome through 14 February. W3C released Scalable Vector Graphics (SVG) 1.1 and Mobile SVG Profiles: SVG Tiny and SVG Basic as Recommendations. SVG delivers vector graphics, text, and images to the Web in XML. SVG 1.1 separates the SVG language into reusable building blocks. Mobile SVG re-combines them optimized for cellphones and pocket computers. Read the press release and the testimonials.
W3C released User Agent Accessibility Guidelines 1.0 as a Recommendation. Written for software developers as part of the Web Accessibility Initiative, the guidelines explain how to design browsers and media players that lower barriers to the Web for people with disabilities (visual, hearing, physical, cognitive, and neurological) and improve usability for all users.
